Ray Irvin Honored with Diana M Virgil Legacy Award for Visionary Leadership in Trail Development

Few embody this trait more profoundly than Ray Irvin, whose visionary spirit has been instrumental in the development of Indiana's robust trail network. With over two decades of dedicated public service, Ray's unparalleled contributions have set the course for Indiana's trail expansion success.
Ray's journey began in 1988 as an Indianapolis Councilman, where he embarked on creating greenway opportunities in the city amid the burgeoning rails-to-trails movement. His visionary efforts included authoring legislation to establish the White River Greenways Task Force and Development Board, culminating in the founding of the White River Greenways Foundation in 1991, later evolving into the Greenways Foundation in 2006.
As the administrator for the Indianapolis Parks and Recreation Department in 1993, Ray spearheaded the implementation of the city's greenways masterplan, inspired by the visionary George Kessler's plan from 1909. Under Ray's leadership, over 200 miles of trails were created during his 12-year tenure, fostering a golden age of trail development in Indianapolis.
Ray's vision for the Monon Trail faced challenges, including resistance from adjacent residents. Despite obstacles, Ray's unwavering determination led to the acquisition of 10 miles of the abandoned Monon railroad corridor. Today, the Monon Trail spans over 20 miles through four communities, standing as a testament to Ray's enduring commitment to his vision.
The success of the Monon Trail catalyzed the creation of new trails statewide, with Ray leading the charge as the Director of Greenways, Bikeways, and Blueways for the Indiana Department of Transportation in 2005. Under his stewardship, the Hoosiers on the Move master plan was developed, aiming to place residents within 15 minutes of a trail or bike route. Ray's visionary corridors map continues to guide trail investments by the Department of Natural Resources.
Ray's ability to forge creative partnerships facilitated the acquisition of over 200 miles of abandoned rail corridors in 45 counties. His innovative approach to trail sustainability, including the integration of utilities within corridors, has left an indelible mark on Indiana's trail infrastructure.
Ray's legacy is one of personal achievement and unwavering dedication to the community. Even in retirement, he continues to serve as a valued consultant on greenways, both in Indiana and nationally. His substantial contributions, tireless passion, and endless vision have propelled Indiana to become one of the nation's premier trail states.
